• Knowledge of the processing and management of accounts receivable (A/R), including the full cycle of billing and collections, customer service, and utilities invoicing; a management control system; and planning and accounting principles, normally acquired through a bachelor’s degree in Business, Economics, Mathematics, Commerce, or equivalent, and directly related experience using an A/R system and in the application of principles and techniques relating to cost/benefit analysis, present values, statistical analysis, and forecasting.
• A professional accounting designation (CPA).
• Knowledge of, and ability to comply with, corporate policies and procedures, generally accepted accounting principles, and related legislation/regulations (e.g., Public Sector Accounting Board, municipal, income tax, banking, regional solicitor appointment, purchasing, financial management, by-laws), and collective agreements.
• Analytical, problem-solving and continuous improvement skills to plan and develop objectives; conduct analyses; provide input into new guidelines and procedures for financial issues without precedent; make recommendations and decisions for financial, A/R and billing systems issues, processes and procedures; use own initiative to resolve problems and achieve objectives; and resolve unusual or complex issues without precedent in consultation with senior management.
• Leadership, human relations, and communication skills to supervise, train, develop, motivate and support staff; advise, supervise, and train staff and Regional users in specific A/R or other work methods/procedures; assist clients in adapting to legislation and regulations; conduct presentations and training on financial systems; resolve customer escalations; and present issues and information to management, committees and project teams, as required.
• Computer skills using software such as Microsoft Office, financial systems (e.g., Oracle General Ledger/A/R), water software billing systems, Internet, and a document management system.
• Ability to develop financial models.
• Ability to read and interpret credit reports, technical proposals, banking agreements, policies, by-laws, legislation, legal contracts, financial information, correspondence, and relevant Council and Committee reports.
• Ability to research and write policies, procedures, and correspondence to Regional staff, customers and agencies; prepare and write reports for committees and management; and write payment agreements for delinquent customers.
• Ability to travel within and outside Waterloo Region.
• Ability to support and demonstrate the Region’s values.
