Loyalist Township is a growing community of over 15,000 residents situated on the north shore of Lake Ontario between the Town of Greater Napanee and the City of Kingston. The Township is a blend of rural and urban areas with a number of smaller hamlets throughout, including its very own island community, accessible by ferry. The Corporation of Loyalist Township was formed in 1998 through the amalgamation of the former Township of Ernestown, the Township of Amherst Island and the Village of Bath.

LOYALIST TOWNSHIP JOB DESCRIPTION

POSITION SUMMARY:
 
The purpose of this position is to provide technical support to the Supervisor and the activities of the Public Works Division, and to act as a Roads Operator when requested. As Technician, the primary focus will be on the gathering of information required by supervisors in the Public Works Division. This person will be required to assist with design, approvals, construction and coordination of small construction projects and road maintenance activities, including the collection and compilation of related data. Some tasks may be external to the Public Works Division.
 
QUALIFICATIONS:
 
Education And Experience:
 
  • Graduate of a community college with a diploma in Engineering Technology (Civil); or equivalent education combined with road maintenance/construction experience directly related to municipal roads department activities;
  • Certified or eligible for certification as an Engineering Technician or Technologist by the Ontario Association of Certified Engineering Technicians and Technologists;
  • Competence in oral and written communication, and excellent public relations skills are essential;
  • Possess or obtain current First Aid and CPR certificates and have knowledge of the provisions of the Occupational Health and safety Act, including WHMIS;
  • The individual must possess and maintain a valid driver’s license, Class “D”, with Air Brake (“Z”) endorsement.

 

Technician/Operator must have education, experience and demonstrated ability to perform expected tasks.

 

Skills, Knowledge And Abilities Required:

The position requires a demonstrated ability to effectively gather information from engineering drawings and to establish project layouts in the field. A complete understanding of elementary surveying is required. The individual must be able to competently read and understand civil engineering drawings and specifications. Experience in road maintenance and/or construction and drainage is an asset.
 
Competence in written and oral communication is essential. The individual must possess a demonstrated ability to use computer software including Microsoft Word and Excel. Proficiency with AutoCAD is preferred. The ability to work comfortably in Microsoft Access is an asset.
 
The Technician/Operator I is familiar with recognized road maintenance and current construction practices in order to perform the duties of the position.
 
Responsibilities of the Technician/Operator:
 
1.  Provide technical support for the Public Works Division by:
 
1.1
being responsible for the establishment of grade and alignment controls for small civil works pertaining to the Township’s roads, sewer, water, sidewalks, landfill and related facilities;
 
1.2
performing various inspections including lot grading, applications for new entrances, signage and drainage issues;
 
1.3
performing inspections and administrative duties with respect to development agreements when requested;
 
1.4
preparing quantities related to the Township’s capital programs and various material and fuel inventories when requested;
 
1.5
providing either visual or measured observations of various activities in the field with respect to directions given by management;
 
1.6
carefully observing activity in the field and taking action as soon as possible to protect the interests of residents and the Township’s infrastructure;
 
1.7
investigating complaints or inquiries and reporting the findings to Supervisor;
 
1.8
assisting the Supervisor/Operator with capital roads projects and Solid Waste operations issues;
 
1.9
obtaining data to use by the Department for various records, reports, allocation sheets and record drawings on behalf of the Public Works Division and requested construction data for the Utilities Division.
 
 
2.  Participate in the maintenance of roadways, walks, boulevards and drainage, as needed,
     by:
  2.1 performing the duties of an Operator in the Roads Department including winter control;
  2.2 being available during emergencies, such as weather events, spills and accidents, outside normal working hours; additional hours of work may be extensive during the winter months.
 

3.  Provide liaison with Departmental operations by:

  3.1 dealing on a day-to-day basis with field personnel of the Public Works Division and other Township departments, contractors and suppliers as needed;
  3.2 providing feedback and observations to the Supervisor/Operator with respect to the assigned projects.

This person will be required to assist with design, approvals, construction and coordination of small construction projects and road maintenance activities, coordinate capital projects, perform inspections and be responsible for obtaining data for engineering records and drawings. Some tasks may be external to the Public Works Division. As Technician/Operator II, some tasks may require coordination of other operators and equipment

 
QUALIFICATIONS:
 
Education And Experience:
 
  • Graduate of a community college with a diploma in Engineering Technology (Civil); or equivalent education, plus several years of road maintenance/construction experience ideally related to municipal roads department activities;
  • Certified or eligible for certification as an Engineering Technician or Technologist by the Ontario Association of Certified Engineering Technicians and Technologists;
  • Competence in oral and written communication, and excellent public relations skills are essential;
  • Possess or obtain current First Aid and CPR certificates and have knowledge of the provisions of the Occupational Health and safety Act, including WHMIS;

A thorough understanding of surveying is required. The individual must be able to competently read and understand civil engineering drawings and specifications. Experience in road maintenance and/or construction is required. Proficient in the use of all levels of survey technology up to and including proficient use of total station, GPS survey technology and downloading of data for design purposes.
 
Competence in written and oral communication is essential. The individual must possess a demonstrated ability to use computer software including Microsoft Word, Excel and AutoCAD. The ability to work comfortably in Microsoft Access and ArcGIS is an asset.
 
The Technician/Operator II is familiar with recognized road maintenance and current construction and safety practices in order to perform the duties of the position.

 

Responsibilities of the Technician/Operator II:

 

1.  Provide technical support for the Public Works Division by:

  1.2 performing various inspections including lot grading, applications for new entrances, signage and drainage issues;

  1.4 preparing quantities related to the Township’s capital programs and various material and fuel inventories when requested;
  1.5 providing either visual or measured observations of various activities in the field with respect to directions given by management;
  1.6 carefully observing activity in the field and taking action as soon as possible to protect the interests of residents and the Township’s infrastructure;
  1.7 investigating complaints or inquiries and reporting the findings to Supervisor;
  1.8 assisting the Supervisor with capital roads projects and Solid Waste operations issues; this may include acting as lead hand coordinating crews on small projects;
  1.9 coordination of crews, equipment and materials on projects as required;
  1.10 obtaining & maintaining data for use by Township Departments for various records, reports, allocation sheets, record drawings and requested construction data;
  1.11 conduct field reviews of municipal consents, liaison with external utility companies, prepare approval documents;
  1.12 inspect and coordinate maintenance of the Township’s storm water system including stormwater treatment facilities and oil-grit separators;
  1.13 inspect and coordinate maintenance of the Township’s parks, sports fields and playground structures;
  1.14 assist with road patrol duties and sign replacement as directed;
  1.15 perform and provide administrative duties on Township’s traffic count program and electronic speed signs;
  1.16 obtain locates for public works related activities;
  1.17 provide assistance with locates of Township infrastructure for external parties.
 
2.  Participate in the maintenance of parks, roadways, walks, boulevards and drainage, as
     needed, by:
  2.1 performing the duties of an Operator in the Roads Department including winter control;
  2.2 being available during emergencies, such as weather events, spills and accidents, outside normal working hours; additional hours of work may be extensive during the winter months.
 
3.  Provide liaison with Departmental operations by:
 
3.1
dealing on a day-to-day basis with field personnel of the Public Works Division and other Township departments, contractors and suppliers as needed;
 
3.2
providing feedback and observations to the Supervisor with respect to the assigned projects.
 
Working Conditions:
Frequent work on construction sites with varying disagreeable elements such as uneven ground conditions, inclement weather, dust, noise, and odours.
