Nestled on the north shore of the Lake of the Woods, Kenora combines vibrant city life with a rich cultural history in a setting of abundant natural beauty. Located directly east of Winnipeg on the Ontario-Manitoba border, Kenora has a year-round population of 15,000 that swells to over 30,000 during the summer months and is the district hub for over 50,000 people. The City of Kenora is dedicated to providing a rich quality of life to both its seasonal and permanent residents. Exciting times are underway for the City as it looks towards the impending grand opening of its new Art Gallery. In addition, continued partnerships with various community groups, including the Rotary (splash park) and the Pickleball Club (pickleball courts), have resulted in ongoing improvements of various amenities in accordance with the Beaches, Parks and Trails plan in 2019. In addition, the City continues to actively rehabilitate its downtown core and is poised for a number of new commercial and industrial developments.
 
Manager of Human Resources
 
As a vital member of the organization, the Manager of Human Resources will work collaboratively with the CAO and Senior Leadership Team to align corporate objectives and implement strategies that will drive people and talent initiatives, build strong business relationships with stakeholders, and utilize organizational design principles to advise on the structure of internal functions such that they are able to easily adapt to change.
 
A thoughtful and respected advisor to management and staff, the Manager of Human Resources will ensure HR strategies allow the City to build: a well-resourced workforce; a resilient and engaged culture with high employee contribution and commitment; an agile environment equipped to adapt to change in a highly customer centric organization; and promote an atmosphere where all staff are encouraged to pursue and realize their full potential. The hallmarks of success of this role will be the delivery of the full range of people management activities including the creation and evolution of human resource policies, programs and systems that will build an organizational culture of flexibility, collaboration, communication and excellence.
 
The Manager of Human Resources will be a strong communicator and change architect who will help transform the City’s HR practices over the next few years to ensure it remains relevant and responsive to the needs of the community. He/she will draw on their successful track record of working in the public sector, influencing and negotiating to lead change management and organizational design initiatives. This role will resonate with individuals who have already experienced what it means to have a seat at the management table but do not want to be too far removed from practicing their craft in HR operations. The ideal candidate will have post-secondary education in Human Resources Management from an accredited institution; a CHRP (CPHR in all jurisdictions other than Ontario) or CHRL designation; a minimum of ten (10) years’ related experience working in a unionized environment and demonstrable progressive supervisory, operational and policy development responsibility.
