Fire Chief
Reporting to the Chief Administrative Officer, the Fire Chief will be responsible for the leadership and direction of the Fire and Emergency Services, including Public Education and Prevention, Fire Safety Standards and Enforcement, and Emergency Response for the residents of the City of Kenora and neighbouring communities.
As leader to a team of 12 career firefighters and over 40 local volunteer fighters, the Fire Chief plays an integral role in continuing to build an inclusive and respectful service that puts the psychological health and safety of its members at the forefront while fostering the effective provision of fire services that are sensitive to the diverse communities we serve.
The delivery of comprehensive fire protection and rescue services requires the development and administration of operating and capital budgets, purchasing, and management three fire stations and a fleet of emergency vehicles.
As Fire Chief, you will:
  • Analyze and coordinate overall staffing, identifying staff requirements, participate in recruitment, evaluate performance, and ensure effective development and guidance of staff through training, professional development, and the appropriate delegation of responsibility and authority.
  • Analyze and plan for short and long term staffing and resource requirements, making appropriate changes including equipment deployment and the transfer of personnel as necessary for the continuing efficiency of the division.
  • Effectively handle day to day employee and labour relations matters, including the hearing of grievances and performance management, as required.
  • Initiate and direct the review of policies, systems, programs, processes, procedures and performance measures to ensure their relevance, effectiveness and efficiency, and initiate or recommend changes as required.
  • Liaise with peers and more senior level personnel in other departments, agencies, or levels of government.
  • Represents the Service as required, including acting as chair or participating member of boards or committees.
  • Respond to and resolve concerns and complaints arising from City Councillors, external organizations and citizens.
  • Develop and administer the operating and capital budgets to meet the approved objectives of the service within defined delegations of authority.
  • Assume responsibility and command at major emergency incidents in order to provide strategic command in directing resources to address the incident.
The likely candidate will possess:
  • Bachelor’s degree or post-secondary education in Fire Services, Emergency Medical Services, Emergency Management, Management, Business, Administration, Commerce, Public Policy, or a related area.
  • All or a combination of the following credentials: NFPA 1021 Standard for Fire Officer Professional Qualification Level III (Fire Officer IV preferred), Incident Safety Officer, Incident Command System (ICS) 100, 200, 300, 400, and Fire Priority Dispatch System.
  • Completion of Ontario Community Emergency Management Coordinator certification or ability to obtain.
  • 7 -10 years’ experience at a senior level in Fire Protection services, including 5 years at a supervisory level.
  • Eligibility for the Chief Fire Officer (CFO) designation through the Canadian Association of Fire Chiefs
  • 10 years demonstrated experience with the principles, practices and techniques of Fire Service operations.
  • Experience with Incident Management or Command systems.
  • Experience developing, managing, monitoring, and analyzing capital and operational budgets.
  • Valid Ontario “DZ” driver’s license or provincial equivalent.
  • Experience in managing a complex highly unionized operational environment including the various aspects of human resources management such as performance management, attendance management, labour relations, accommodation, succession planning, strategic development, and recruitment.
  • Proven ability to effectively communicate and establish and maintain effective working relations at all organizational levels and with a wide variety of stakeholders, including elected officials, media, internal and external agencies, union officials, staff and the general public.
  • Demonstrated ability in the application, enforcement and interpretation of various statutes, and regulations. Demonstrated knowledge of Fire, and Emergency Management procedures, technologies, and safety and health legislation.
  • Demonstrated ability in researching, analyzing, strategizing, communicating, planning and implementing progressive ideas and concepts, including preparation of comprehensive written reports for senior management.
