This is a permanent full time position available, working 35 hours per week.

Reporting to the Senior Project Advisor, within the Engineering and Construction Division’s, Engineering Management Office, the Project Manager II will support the successful delivery of project and program by providing oversight and enhancing program/project delivery through ensuring processes are optimized and best practices are recognized and incorporated.
Preferred Background:
The successful candidate will have a degree or diploma in Engineering (preferable) and/or Business and a PMP designation. A minimum three years of relevant experience in leading change / operational process reengineering initiatives (Engineering / Construction environment preferred) and extensive knowledge and demonstrated experience in applying best practices, procedures and principles of project, program and portfolio management methodology and governance and change management principles is required. Excellent analytical, problem solving, planning, organization, time management and decision making skills along with excellent interpersonal skills with the ability to form and maintain strong relationships with internal and external stakeholders and customers is required. Strong project leadership and team building skills including extensive experience motivating, directing and influencing project teams across multiple operational and business areas and excellent communication, facilitation, negotiation and conflict management skills is required. A demonstrated understanding and experience in application of process management and continuous improvement (LEAN / SIX SIGMA) principles for operational excellence and experience with Microsoft Office software, Word, Excel, PowerPoint, Visio etc. Technical understanding of planning, design, construction and commissioning of road, water and wastewater infrastructure, including best practices and evolving technologies and methods (will be considered as an asset). Ability and willingness to learn and keep updated with new / changing legislations, standards and regulatory processes. An equivalent combination of education and experience may be considered.
Working Conditions:
The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Record Check by the first day of employment. Some travel for this position is required, incumbent must provide their own transportation.
  • Develop and maintain an expert level of knowledge and understanding of Regional infrastructure projects, and their context within the overall 10-year capital delivery plan.
  • Lead and manage a diverse range of complex projects assigned to the Engineering Management Office from conception through implementation ensuring effective consultation and collaboration with internal and external stakeholder groups.
  • Review current project/program delivery and operational standards and processes. Recommend fact based improvements which increases efficiency and effectiveness of project/program delivery, while understanding and balancing requirements of multiple stakeholders.
  • Produce and maintain documentation for standards, processes, polices and work instructions related to project/program delivery and operational processes associated with capital project delivery.
  • Develop, maintain and improve governance processes to ensure established project and program management standards and practices, organizational processes and policies are consistently applied in all projects across the entire project/program delivery life cycle.
  • Lead and facilitate cross divisional/departmental process based continuous improvement initiatives.
  • Establish, maintain and continually improve the project/program performance KPI framework and all its associated process, policies and systems.
  • Ensure timely and accurate reporting of project/program performance KPI’s to all stakeholder groups using customized and effective approaches and tools.
  • Researches and provides information to the Divisional and Departmental leadership team by engaging and following up with internal and external resources associated with projects.
  • Draft convincing and professional quality reports and other forms of correspondence for Divisional and Departmental leadership team.
  • Liaise as a divisional representative on departmental and corporate projects and change initiatives.
  • Perform other duties as assigned.
