  This is a permanent full time position working 35 hours per week.

Reporting to the Data Strategist within the Strategic Transformation Group, this position is responsible for implementing and operating data services to collect, manage, integrate, share and reuse high quality data to inform strategic decisions and support the delivery of Halton’s strategic priorities. The successful candidate will develop and support emerging opportunities in big data, data visualization, IoT, predictive modelling and machine learning.
Preferred Background:
The successful candidate will possess  a degree in Statistics, Economics, Mathematics, Computer Science, Data Science, Business Administration or a related field and at least five years of proven experience in developing data analytic and business intelligence solutions using on-premise and cloud-based big data that is structured and
un-structured. Certified Analytics Professional, Certified Business Intelligence Professional (CBIP), etc. designations would be an asset
Required Skills:
  • Quantitative and qualitative analytical methodologies
  • Data extraction, cleaning, collection, organization, analysis and interpretation from various systems
  • Survey techniques and methodologies
  • Data analytic models and frameworks
  • Database principles and structure
  • Statistical analysis, methods, tools and predictive modeling
  • Understanding of emerging analysis trends and technology
  • Experience operating within a DMBoK2 framework
Data Technology
  • Knowledge of data science concepts and data mining techniques to present hidden relationships and patterns found within structured and unstructured data sets.
  • Project management experience using current methodologies and practices.
  • Experience in developing business requirements through a data analytics lens.
  • Experience delivering self service analytics and business intelligence solutions.
  • Experience in SAP, Siebel, Hansen and similar enterprise systems in the context of reporting and data extraction.
  • Experience in integrating GIS solutions with other visualization tools.
  • Experience writing SQL and NoSQL queries in support of data analytics.
  • Proficient in data analytics using programing languages such as Python or R and related packages.
  • Experience with data warehousing and business intelligence tools and platforms including cloud, on premise and hybrid environments.
  • Experience with sensor data analysis, data center management and predictive analytics.
  • Excellent oral, written and interpersonal skills; the ability to effectively communicate with all levels within the organization.
  • Expert ability to develop compelling narratives through the use of data insights.
  • Ability to seek and build internal/external relationships; negotiate with representatives from other departments and outside agencies to identify and achieve objectives.
  • Strong critical thinking skills and a high degree of intellectual curiosity.
  • Highly motivated to deliver data driven change with focus on adding value to stakeholders.
  • Strong commitment and interest in learning emerging technologies and analytical tools.
Working Conditions:
The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records Check, by the first day of employment.
  • Designing, delivering and maintaining enterprise-wide / in-production analytic solutions
  • Developing, evaluating and refining analytic models to inform strategic decision making through data visualization, business intelligence and predictive analytics services
  • Extracting, transforming and analyzing data from multiple data sources, ensuring data quality and integrity is maintained from source to the final output
  • Developing and deploying algorithms using advanced statistical and mathematical methods
  • Developing and maintaining a data catalogue identifying what Halton collects and creates and how it is used
  • Developing, maintaining, and enhancing metadata used by both technical and business teams through data quality assessments
  • Identifying areas for data quality improvements and supporting business in developing solutions to systematically resolve issues
  • Other duties as assignment.
