Director of Finance

Applications are invited from qualified and interested candidates for the above-noted position in the Finance Department.
 
The Director of Finance is responsible for the overall operations of the Finance Department which includes the administration and direction of Finance and Information Technology Services. Acts as the City’s Chief Financial Officer with responsibility for ensuring that all legislative requirements and the principles of sound financial management are met and in developing strategic visions on sound financial planning for the City.
 
Essential (Minimum) Qualifications:
  • University degree in Accounting, Business Administration, Public Administration, Commerce or related discipline.
  • Certified Professional Accounting (CPA) Designation.
  • Seven (7) years’ of progressive experience in a municipal environment.
  • Demonstrated experience with finance management, fiscal planning and staff supervision in a municipal environment.
  • Demonstrated knowledge of management accounting and controls acquired through post-secondary education focused on finance, accounting or public administration.
  • Advanced knowledge of modern accounting theory, principles and practices, internal control procedures, public finance and fiscal planning.
  • Demonstrated knowledge of all legislation and regulations pertinent to the financial and payroll function as well as an understanding of policies and legislation affecting municipal government including knowledge of Public Sector Accounting Board Standards.
  • Advanced computer proficiency including thorough knowledge of Microsoft Office, sophisticated financial software, spreadsheets and database management, and the ability to work through the complexities of data upload, data extraction and preparing complex reports. Knowledge of Vadim ICity software is an asset.
  • Thorough working knowledge of the Municipal Act, Development Charges Act, Occupational Health and Safety Act, investment and debt management, provincial/federal funding programs, property taxation, auditing principles and practices and other related legislation or regulations.
