Reporting to the Director of Facilities Management & Security, the Manager of Facilities Capital Development will assume accountability and responsibility for the management of capital projects related to construction, expansion and upgrades of the City s facilities under the Facilities Management & Security Department.  The Manager of Facilities Capital Development will manage and/or provide oversight in the development of small to large scale capital projects related to municipal facilities. The successful candidate will be responsible for feasibility studies, budget cost estimates, planning, design, procurement and project management involving the coordination of the consultant team, contractors, various City departments and other authorities to meet the program needs of the client.  The Manager of Facilities Capital Development provides supervision, performance management/individual development plans, mentoring and guidance to the Facilities Management & Security team members and oversees the delivery and team performance for projects.
 
QUALIFICATIONS
  • A University Degree in Civil Engineering, Architecture, Construction/Project Management or an equivalent directly related field of study.
  • Membership with the OAA or Professional Engineers of Ontario is preferred.
  • Project Management PMP designation is an asset.
  • A minimum of five (5) years of relevant experience is required in municipal facilities management and knowledge of building systems and asset management theories, practices and trends and the ability to manage large capital contracts and projects, including scope development, capital budget preparation, approving and implementing work plans, schedules, and managing project budgets. An equivalent combination of education and relevant experience may be considered.
  • Advanced computer literacy utilizing Microsoft Office Suite (Excel, Word, PowerPoint, MS Project, Visio, etc.), AutoCAD and/or Revit, Adobe Acrobat, GIS Portal. 
  • Knowledge of institutional and residential building design and construction practices, sustainable building design and construction practices, and municipal bylaws and permit practices.
  • Demonstrated ability to build strong relationships with Management and staff and internal alliances/partnerships; to foster amicable relationships with employee groups; to align departmental programs and services with corporate goals and objectives and to champion the mission and values of the City.
  • Ability to review, analyze and effectively develop or approve building design and construction plans, specifications and contract documents.
  • Ability to deal effectively with architects, engineers, contractors, city departments and the general public to establish cooperative working relationships. 
  • Ability to analyze complex situations, determine appropriate courses of action and prepare reports related to the same for discussion. 
  • Excellent interpersonal and written communication skills with the ability to write clear, concise and complete reports and delivery presentations. 
  • Results-oriented with the ability to effectively manage multiple projects with tight time lines.
  • Response to city-owned facility and property related crisis and alarm response is required afterhours.
  • A valid class G driver's license and access to a personal vehicle is required.
 
WAGE RANGE: $47.97 to $59.96 per hour (based on 35 hours a week) plus benefits.
