Located within the broader GTA, in southern Simcoe County, Bradford West Gwillimbury is a thriving municipality of 36,000 residents. Bradford is our main urban centre and our blend of rural and urban communities encompasses 200 square kilometres of rolling countryside and Holland Marsh.
 
Reporting to the Manager of Procurement, this position will supply, plan, organize and manage complex procurement activities relating to the acquisition of goods and services within a centralized purchasing process. The individual will develop, implement and monitor corporate policies and procedures relating to procurement; maintain effective communication and relations with user departments, other agencies, procurement organizations and the supplier community; develop, prepare and process all Requests for Tenders, Proposals, Quotation, Prequalification’s, Information, and Expressions of Interest documents in accordance with the requirements of the Corporation; and provide expertise and guidance to departments in the preparation and review of specifications for purchasing services. This position will assist departments in addressing vendor performance issues, implement any subsequent corrective measures; and prepare comprehensive analysis of bid submissions; administer the corporate purchase order system; and monitor awards to ensure compliance with the corporate Purchasing Policy and procedures and compliance by vendor/contractors.
 
Preferred candidates will have a diploma in business administration specializing in purchasing or equivalent and possess a professional designation as a Certified Professional Public Buyer (CPPB) or equivalent. Candidates will be a member of the Universal Public Purchasing Certification Council (UPPCC), Ontario Public Buyer’s Association (OPBA) or Canadian Public Procurement Council (CPPC), in good standing. Candidates will have a minimum of two (2) years procurement experience with preference given to those in a public sector organization. In addition, the successful candidate must have working knowledge of the Municipal Policy Manual, Municipal Procurement Policy and be familiar with all applicable legislation. The individual will have proven people management, public relations, customer service, interpersonal, project/time management, analytical, negotiation and presentation skills combined with a demonstrated ability in effective communication and relations with users departments, agencies, procurement organizations and the supplier community.
 
The remuneration is based on a 35-hour workweek and offers a salary range of $63,496 to $79,370 per annum (2019 rates) plus a competitive benefit package.
