Manager, Maintenance Operations
This position is located at the Region's Headquarters in Whitby, Ontario.
Reporting to the Director of Transportation & Field Services, responsibilities include leading the Maintenance Operations and Fleet Division in the Works Department to efficiently recruit, utilize and manage resources for service delivery, develop and implement forward-thinking strategies, prioritize projects and initiatives, prepare budgets, and evaluate/recommend new programs for the Region's water, sewer and road infrastructure.
The incumbent will:
  • Manage the operation of the Region's five district Maintenance Depots located in Ajax, Whitby, Orono, Scugog, and Sunderland, providing safe and reliable service to the users of the Region's water, sewer and road infrastructure in a cost-effective and efficient manner
  • Manage and provide direction to the Fleet section to ensure vehicles and work equipment are available and maintained in a state of good repair
  • Recommend expenditure limits and controls for annual budgets
  • Examine, review and recommend changes to operating policies and procedures
  • Respond swiftly to complaints and inquiries from the public, political representatives and the media
  • Coach and guide superintendents and supervisory staff for development to ensure the workforce is well versed in current work methods and technologies
  • Communicate with external agencies, Works Department divisions and other Regional departments to obtain input from and to find solutions to problems
  • Provide input to policy decisions on key issues and articulate the Region's position on items under discussion with other departments, local municipalities and agencies
  • Prepare memos/reports for management, standing committees and Council
  • Participate in and actively contribute to interdepartmental projects aimed at advancing new technologies and organizational capabilities
The successful applicant will possess:
  • A post-secondary degree/diploma in a related discipline with extensive experience in a relevant field
  • Extensive work experience in the delivery of water, sewer, and road infrastructure maintenance duties in the public sector
  • Experience in the supervision of staff and dealing with labour relations issues in a unionized environment
  • Extensive knowledge and understanding of engineering principles and practices, asset management practices, legislation pertaining to highways, public utilities, drainage, health and safety, government responsibilities, nuclear emergencies, motor vehicles, and operation of municipal infrastructure
  • Experience and proficiency working with Microsoft Office software (Word, Excel, Access, Outlook) and mapping applications
  • Excellent leadership, interpersonal, problem solving, organizational and negotiation skills, as well as strong verbal and written communication skills
  • A valid Class G Driver's Licence and the use of a reliable vehicle


Registration as a Professional Engineer in the Province of Ontario or as a Certified Engineering Technologist (CET) with OACETT is desirable.

Management & Exempt Salary Grade 9
  • Salary: $113,239 to $141,549 per annum
